A sill plate or sole plate in construction and architecture is the bottom horizontal member of a wall or building to which vertical members are attached.
The vertical members of the framing called studs can then be constructed on top off the sill plate, which is anchored to the concrete foundation. This allows a flat, even surface for the construction of the framing and a buffer between the framing and the foundation. Many houses do not have a sill plate.
In this case, residential Basement poured concrete walls were tilting inward from lack of sill plate creating major cracking and deflection which were repaired with epoxy injections, carbon fiber staples, Kevlar neckties and carbon Kevlar grid straps.
